So normally when you turn on the headlights the DRL's turn off. Is there a way to have both on??

This method depends on the type of DRL you have. There should be 2 different filaments in the bulb. One for turn signal and one for the DRL. Same with the bulb plug. Seperate wires for DRL and turn signal. As long as the turn signal doesn't use the DRL filament, (turn signal uses seperate filament than the DRL) this method will work.

Remove the wire in the plug to the bulb that is for DRL. Splice a wire from the parking lamps and put it in where the DRL wire was in the plug. Now they will turn on with your parking lights and headlights.
