    Went for a safety inspection and this is one boot that I may need to replace.. Not sure what it's called though.

    If it's leaking like that you should replace the whole lower ball joint. Any grime that got into the torn boot could cause wear on the ball joint and should be replaced.

    ^^^ Agree I would replace the entire lower ball joint If the boot is torn.

    It's the boot on the lower control arm ball joint. As the previous two guys said, replacing the whole ball joint would be the best course of action.
