    Personally, I find it unbelievable that a dealership could mess up the registration & licensing process like they did. OP, that dealer should not be in business if all that you have stated is true.

    BS on all that say if a vehicle has some small dents or scratches or even rock chips that it can not be certified. There can not be excessive body damage, as in an entire fender being crashed in. It has to pass a safety inspection, so all lights must work and lenses be free from defects etc., but if there is a chip in the ws, it can be repaired, but a crack must be replaced.

    Small cosmetic blemishes as not a concern for Toyota and their certification process.

    In fact, it can have an accident reported to Carfax, but as long as there wasn't severe damage or frame damage, it can be certified.

    It is up to the individual dealership to do cosmetic repairs.

    You are buying a certified USED vehicle and it is going to have some marks on it. Want a perfect car, buy a new one. Or go to a different dealership and look at their stock.

    I have been selling Toyota's for years at different dealerships. They all treat that subject differently. Toyota requires that each dealership report the amount of money each dealership spends on mechanical AND cosmetic repair. I look at each dealership near me to see who is spending more money. Michael's Toyota in Bellevue, Wa. spends more money on cosmetic repair than most dealerships in the country, let alone the region.

    That does not say the dealership has the right to treat you like garbage though.

    Number one rule, "GET IT IN WRITING." If a salesman says he will fix something or do something as far as paperwork/titling, get it in writing before you sign your part of the papers.

    OP, post some pictures of these bad spots and I'll tell you if it should have been repaired or not in order to pass certification.
