I have a 2014 DCSB OR. I was wondering, what exactly is the purpose of the little tab part that hangs down in front of the front tires? And is it alright to remove it? I see that there are just two bolts holding it there. My tires just baaaarely rub it when I'm turning at just the right (or wrong) angle.

They are called wheel spats they aid in aerodynamics. You can remove them without issue.

I assume it's just some sort of splash guard?

I took mine off when I put bigger tires on. All is well.
