I have a 2.7L and i can shift out of park without having the key in the ignition and without putting my foot on the brake. Is there some sort of interlock that could be broken or the previous owner disabled?

Yes. It has a BTSI, or Brake Transmission Shift Interlock, that is supposed to prevent you from doing that. Check the shifter in the center console to see if it was disabled/bypassed, or is broken.

Not difficult at all really. A few screws.
