What kind of wiring mess is this? ?

So I opened the fuse box for the first time after buying a used 07 taco and there is some funny stuff going on can anyone tell me what the previous owner did??

 

Idk but I don't know much about wiring so just thinking it might be some type of mod?

 

Looks like a fog light anytime mod. If you don't want or need your foglights to be on with the high beams, you can always bend the tab on the relay back to the way it was, re-insert it, and throw the other crap away.

 

This^ bending the coli leg of the relay out like that is typical of the fog light mod.
