All, I've got a TRD OR, 2012. Do you guys notice any difference when switches your air controller to "floor" versus "floor plus defrost" ?

There is literally no difference. The air never goes to all floor, it always pumps out at floor and defrost vents. Went to the dealer to check if this is normal and they say it is. Doesn't sound right though. Just don't want this thing to crap out right after my warranty expires. I know the thermostats aren't cheap!

Weathertech floor liners moded to hold OEM floor mats, weathertech vent visors, Toyota bed mat, LEER 100XL cap, hood gasket mod to stop whistling.
I've lived your issue and what I find is that no matter what there is always some air coming out of the dash vent. I also came to the conclusion that the only time that you can tell if you are getting more air to the floor is in the summer when you're driving in sandals.

There were damper door issues back in the mid and late 200x years but I'm betting that you are seeing normal operation as odd as it seems.

My past vehicles had a flow through in the dash as well, but it was minimal and you could tell a difference when switching to floor only. Maybe I'll have to perform the sandle test.
