Do you all have any suggestions for heavy-duty, plastic or rubber, lockable(and chain-able to the bed of a truck) storage boxes that will fit in the bed of the Tacoma? Height below the top of the bed to allow a tonneau cover to go over it. Thanks.

Pelican cases...MANY size options and configurations available.

A cheaper alternative is action packers, not sure how watertight they are though.

I would go with Action-Packers. All different sizes and they hold up pretty well and are fairly inexpensive.

Action packer or chest style toolbox then

You may want to look at one Walmart has (SmartBin by Greene House). It runs about $45. See link below. I just picked up one for my 2015 Tacoma. I have a Rough Cover Tri-fold cover. It just squeezes under it. It's a little wider than I was looking for but it's a heavy duty box for $45. The only possible drawback I see may be the plastic hinge design. Only time will tell. I just wanted a durable plastic box that I could easily pull out when I need the full bed. I was looking to purchase the Rubbermaid ActionPacker when I came across this one while looking in Walmart. It can be found near the automotive section. The lid comes unattached, just snaps in place. I don't go in and out of it much so I can't qualify how well the hinge will hold up. Once you see it, it's hard to believe it's only $45 when compared to others that cost $80+.

Tractor supply has a poly box that fits the Tacoma. A little pricey at $99. 44"x18"x19"

    Had this

and it held up pretty well. Fell off the back once when I forgot to put the tailgate up and had 90lbs of stuff in it. Handle and lid finally cracked so I got this now.

It has an oring gasket in the lid around the perimeter, which leads me to believe that it has some water resistance.
    Time will tell.

Action Packers won't meet the waterproof/lockable criteria the OP wants. Granted that "lockable" only keeps the honest folks from breaking the box to steel things, but the Action Packers are pretty flimsy. They aren't anywhere close to waterproof either.

OP, the closest you'll get to your criteria are Pelican or Hardigg cases. Although after seeing the price tags, you may rethink your criteria and just go with Action Packers which aren't too bad provided you're gentle with them.

B&H Photo is a great place to buy Pelican. Many sizes to choose from.
