Well if all that stuff didn't work how about a dash cover?
The only reason I say cover it is because if you use hasher chemicals you may end up damaging the dash and it will be worse.

It's hard to say if you don't know what it is. If it's glue based, undiluted Simple Green works pretty good. You gotta spray it on and let it soak for a while. It's worth a shot, and it wont screw the dash up even more. As far as the other marks, I think most auto parts stores have a product for vinyl scratches.

ha its a load from zeus himself bc its hard as fuck and wont come off! i still cant figure out what it could be, what would explode like that and be in the front seat of the car.

 

Rear view mirror adhesive? Lay a warm wet rag on it and see if it softens. If so, carefly scrape it off and finish up with isopropyl alcohol.
