Engine has a real bad Miss

    98 Lifted Tacoma
    All Pro Off Road 4" lift, 33x12.50 A/t Tires, Custom Front and rear bumpers and more planned
    Well for awhile now my truck feels like its getting held back up to about 4000 RPMs. Once i reach that it takes off. So far i have narrowed it down to two things, The air intake needs replaced and plus i think my catalytic converter is plugged. If anyone can help me let me know.
