I have to admit that my thinking has turned around on this. This last winter I did some tests with just a little snow on the pavement. I had much better braking ability with the diff locked (which disables ABS.) Under those conditions braking benefits if the tire can slide a little and build up a wedge of snow. Unfortunately ABS detects that and releases the brakes just enough to roll over the wedge and that results in reduced braking. Under those conditions braking is compromised by ABS and that's unfortunate as it is when ABS could be most beneficial. (Also unfortunately it does not benefit to drive with the diff locked under those conditions as it makes cornering a little too exciting.)
