There's no deductible on a liability claim. Deductibles only apply to collision claims.

Collision coverage is for fixing his truck. The deductible will apply to that repair. His liability coverage is for fixing the other guy's car. He will only have to pay the deductible if he chooses to have his truck fixed. His choice. He has no choice as to whether or not to fix the other guy's car. The insurance company will take care of that and he will not have to pay a deductible, although they'll probably raise his premiums next time he renews the policy.

Wow that is so weird, I'm pretty sure that's not how it works here in AZ...Maybe things are different from state to state? Oh well, I'll let you know when/if I hit someone and have to get their vehicle repaired *knocks on wood, crosses fingers, rubs rabbits foot and does the no car crash dance* hopefully NEVER though!!!

That would cover up your damage and fix your bumper...+1 on the liking of it!

There's even one better than that that trims the rest of the back of the bumper/flare and provides better clearance for going off road. Either way, this may save the OP the need for new body parts and more than cover the deductable.

Here's an example of what I'm talking about: http://www.tacomaworld.com/forum/armor-tech-offroad/48614-rear-bumper-review-2.html#post935132

Arizona is like most other states in that you are required to carry liability coverage but not collision coverage. However, if you have a loan on your vehicle the bank will require you to carry collision coverage. If you have liability coverage only and have an at fault accident your insurance company will repair the other guy's vehicle at no cost to you (no deductible) but they will not repair your vehicle. The reason you carry collision coverage is so that you can get your vehicle repaired if you have an at fault accident. All collision policies that I'm aware of have deductibles.

Laws vary from state to state with regard to whether or not liability coverage is required and, if so, how much liability coverage is required. Other than that, it works the same way in Arizona as it does in Ohio or any other state. Liability covers the other guy and collision covers you if the accident is your fault.

    AZ:
Liability is mandatory for all vehicles. You do not pay any deductible for liability claims.
Collision is optional by law. However, if you have an auto loan most (if not all) loans require you to have and maintain full coverage to be eligible to have the loan. It's to protect their investment. If you get into an accident, you can opt to not use your collision coverage if it's not a total loss.

In this case, his liability will cover the other vehicle (if deemed at fault). Otherwise their insurance will cover his truck (and optionally their car if covered).

Also, not all collision policies have deductables. You can opt, with most companies and depending on your individual situation (credit rating, history, ect) for a $0 deductible.... but it's gunna cost you in the policy premium.
