2018 tacoma limited double cab Short bed 4x4.

Found this tsb for the 2013 Tacoma, not sure what the fix is or even what the issue is. The description seems a little vague.Heres the link http://www.iseecars.com/car-problems/toyota-tacoma-problemsbtw, Forgive my ignorance, but, what is the difference between a tsb and a recall?

Recalls are safety related, tsb is technical service bulletin to help techs diagnose common issues. Not sure what that tsb is about we have different numbers up here. From the description it is to inspect for someone putting a lubricant on the gas pedal
