Why are the two mount holes elongated on the carrier bearing?

Ok, so after trial and 1/4 tank of gas I seemed to have solved the low speed vibration from a stop to 15 mph. With the elongated holes I started moving the bearing a tenth of a mm from full forward. At 1.9mm aft from full forward the vibration is gone at all speeds.
This is on a 1 1/2 block with a 3 degree shim in the rear and OME carrier drop. I am in the blind here cause I can't find any posts about the carrier except lowering it and replacing it.
