About after , 240k miles , this bolt [pictures attached ] fell out. it started makeing a rattle noise on the street only. highway: no rattle

So I bought a replacement part from dealer . put it in and fixed the rattle.

but rattle is back and when I go to remove the bolt it just spin's .

How do I fix ?? and what the hell is this bolt holding ? or currently not holding

I did take the interior of the door apart once but when i got the skin off I saw like a plastic seal and a bunch of noise deadening material . Not wanting to make a huge mess I put everything back together and wanted to seek advice first !

What type of wrench would work on this , dealer ? interior guy? body guy?

I think i'm bowing out on account of the stripped bolt .

So a reputable interior guy should be able to do something about this ?

and how high of a price is a rip off ?
