What does this part do?

Bought this truck a couple months ago noticed this in the engine bay was just wondering what its supposed to be looks like some sort of vacuum something but has nothing going to it.

Hard to tell since it is impossible from the one photo to know where that part is located. That being said, some solenoid valves have a "release" port that is used to relieve the pressure the solenoid was holding. If that is the case, then it is not all impossible to see a single open port. Perhaps more information and additional photos?

Looks like the vapor canister purge valve. The canister purge valve allows fuel vapors to flow out of the canister and into the intake, so that they can be burned off.

Blinker fluid overflow. When the blinker fluid warms up it expands. There should be a tube connecting it to the blinker fluid overflow reservoir.

Could that be causing my sputter? Maybe I should check the blinker fluid
