switching out or painting fenders?

I'm looking to buy a Tacoma and have found a few but one I saw recently had fenders that weren't paint matched. I'm wondering how hard it would be to paint them or is it easy to switch them out for painted ones? Can they be taken off easy, or is it a pain? I did a search but didn't find what I was looking for. Any ideas or suggestions would be appreciated. The picture below shows what I'm talking about
