I know there are a lot of homemade light bars out there...and am making no claim that this is the best. But i thought i would share it as it only required one cut, and no drilling.
Materials included 2 A24 Tie Angles from HomeDepot (http://www.homedepot.com/buy/simpson-strong-tie-angle-a24.html#.URcYu7-5wrV), a slottled L angle bar (you could use flat, but the slotted is stronger if it is angle), and some 5/16 bolts, washers, and lock nuts.
The predilled holes in the A24 provide just about the perfect height for the cross bar. I found if you lift up on the some prior to tightening there is enough room from the size of the hole to make sure the lights dont touch anything.
Here are some pics. If you want to make it a one cut, one drill job you can add a hole into the metal piece in the middle of the radiator and a bolt for strength.
