    Got a couple extra of these and I don't need them

    Details: 6 new Magpul PMAGS GEN M3 Black non windows. They are 30 rounds.
    I think $40 each w/ shipping is fair. I will accept paypal gift. Since paypal is ant gun payment must be discrete.

    also dust covers are included. magpul stop including dust covers on some models of pmags

    Any good reloading supply places up there? I'm in Texarkana and wouldn't mind driving up there to get 4 of your mags Monday if I could justify the trip.

    It's a non-issue.
    Parts are parts and parts are legal...

    Other than the fact that the person asking you to do this is only 16 and highly unlikely to own any preban 30 rounders that he could use your parts to rebuild.

    Besides... the wording of the law puts the crime on the receiver in this case.
    It is illegal to sell of offer for sale within California.
    You are in AR.
    It is illegal to import or assemble in California.
    Importation of the parts is legal, assembly would not be... but even if you shipped them complete, the crime would fall on the person importing, not the seller.

    It's a strange twist in the law. In California, the crime is on the seller because it is illegal to sell, but not illegal to buy.
    To an outside seller, it is not illegal to sell, or technically buy, but it is illegal to import.
    I could legally buy them and have you ship them to my parents in TX.

    Not really.

    If you can with a straight face, say that you have pre-ban magazines, you can buy and import parts to repair them.
    If you don't, then you start getting into areas where it is easy to make a mistake.

    I have pre-ban mags for my wife's 92FS, and I can order parts for them and assemble them into functional magazines.
    For the XD and the AR, I have disassembled parts kits. They are assembled when I leave the state, and broken down before I leave to head home.
    It would be easy to forget to break one down and import a high-cap.

    but it isn't a issue if i were to make them into fixed 10 round mags, correct?
    i'm just trying to get some before they're banned, i should be out of cali in under 2 years.

    And if they are banned on the federal level, you will still be able to buy used.
    Federal law covers interstate commerce. It has no jurisdiction over private party transactions, or the sale of used items. That is up to the states to regulate.

    The 1994 Federal ban did not outlaw the purchase or possession of high caps, it simply prohibited the manufacture of high caps for civilian use.
    On December 31, 1999, it was 100% legal in California for me to purchase a used high-cap from a gun store or private party.


    And in today's political climate, a ban is unlikely, and even more unlikely without some kind of sunset provision like the 1994 ban.
    Congress and the Senate like their jobs, and they remember what happened after the 1994 ban was passed. They aren't going to repeat that.
