If the intent is to fly the flag while driving, I wouldn't do it.
There is a LOT of drag from a flag. Even at low speed (30mph) I bent a steel bracket that I made for my bike riding Patriot Guard escorts.

The composite bed is durable, but I wouldn't trust putting that much stress on the mounts.

I did this today. I got my hands on some extra bed cleats from my buddies totaled taco :(.
I figured I could use them to make a flagpole. Its a 2 x 6 in the bed with each end cut to a 10 degree angle. I purchased the flagpole holder for 11 bucks at home depot. The only thing that was necessary in order to make the pole fit in the holder was to grind the nub on the bed cleat hope this helps. I also am going to drill holes on both the passenger side and drivers side in order to fly two flags.

Doing this for the 10th and following these instructions here. How'd the flag hold up above 50 mph?

ill take pics of my set up when the weather clears...

Setup i use for tailgating and driving down the road are the same except the tailgating one has a 15' flag pole :D

So i got the 2" pole, conduit strap and some of the channel nuts...drilled hole through the conduit strap, ran bolts into nuts and TADA! I also used a sheet metal screw through the middle of the strap into the pole to keep it from going up..that sucker wont go anywhere! and for extra stability you could use another strap at base of the pole with screws tapped into the bedside
