Brake shoes don't come with enough hardware??

Hi guys, been lurking here for too long but I finally had to make an account to ask..

I bought a set of wearever brake shoes to replace my rear.. brakes. Everything was going smoothly, BUT for some reason there were only two retainer clips total in the box! (The U shaped retainers in the picture below that you bend into place)

I thought it was just a mispackaged product, because on the OEM set there are TWO on each side for a total of four. I went back to the auto parts store to take a look in another box, but it also only had TWO of the pins.. They helped me out and just gave me the extra parts, but Im really curious if anyone else has come across this before, and WHY they would only include two??? Or am I missing something entirely and my brakes are going to fall off soon?

So the package came with 2 sets of brake pads and only one set of clips? If so, I would think its a screw up. I've never had to change the rear brakes on a tacoma. They seem to last forever.
