Well, it's a Toyota Tacoma, great little truck, but about the most rust prone vehicle on the road. if those bolts are rusted up, (if I were you) I would do a good check of your undercarriage, jmop

I have been under my truck...good and solid! It isn't major rust.
.nothing a wire brush won't take off. But I agree look for it since they had the frame issue.

    Starting over.......
Completed the install of 4 D rings today and cut the bed mat to fit.

I used the Mopar P/N 5104500AA, no drilling or grinding required, the bed bolt passes though them.

I popped the washer off the bed bolt by placing the bolt head in a big socket and hammering the bolt out as recommended by another member which avoided all the Dremel BS.

All I can add as a tip is marking the locations of the D-rings on the bed mat. I positioned the mat after the D-rings were installed. I then lifted the mat just above each bolt and colored the head of the bolt with a silver sharpie marker. I pressed the bed mat down on the wet ink which stamped the location on the bottom of the mat. Then I just cut 3" squares centered on each bolt mark. Now I call these D Rings! Beefy as heck and cheap to boot. I used 3/8 (I think thats the size of the hole) carriage bolts so there's no bolt head up top. Then I cut a piece of deck anchor plate steel as a backing plate. This thing is solid! I can lock my expensive bikes even using the thick Kryptonite New York chain locks. Since there's no bolts up top, there is no way to use tools to undo the anchors.

The bottom of the bed is thicker than the sides, so when possible I anchor there when securing heavier stuff. I also installed these anchors on the sides of the bed, again with a steel backing plate.

Has anyone considered replacing the OEM bolts with a regular hex stainless steel bolt?

Wouldn't a stainless steel bolt be stronger and take out the corrosion possibility?
