Rust in the bumper frame, should I be worried?

    So I was swapping my bumper this evening, and noticed a rattling sound when I pulled off the old bumper. When I tipped the bumper on its side, this came out:

    All in all I could get this much flaky rust out of the bumper support frame:

    Should I be worried?

    P.S. bumper is free, 1 big dent, pickup in 93437 ;)
