I used to have my 2600k at 4.5GHz, but when I installed new RAM, I had to drop to 4.3GHz to be stable. Not sure why, but the new RAM seems to work the CPU harder. I've never bothered with water cooling. Right now I have the CM Hyper 212 Evo. I'd probably go with a Noctua nh-d15 for the 4790k.

Doing some math, running the 4790k at 4.4GHz would be about the same as running my 2600k @ 5GHz.

Yes unless you get on liquid cooling you can't push that CPU at all and I wouldn't upgrade it if you are going to keep it on air cooling.

Do a mineral oil tank! I've built a few of them and they are so awesome. Basically fish tank PC's. Like this.

I didn't think those tanks could cool today's CPUs. Plus it's messy if you need to change something.

From what I've been reading, some coolers like the Noctua nh-d14/15 or the Phantek ph-tc14pe can keep up with some of the liquid coolers.

Some air does really well, but its loud as fuck when the CPU ramps up. They are still quite, but not liquid quiet.

Mineral tanks if done right can keep anything cool. The issue people have is they don't really cycle the oil around in the tank. I use pumps to push the oil through a radiator. The pump is wired up to the temp sensor for the CPU fan and speeds up the oil flow rate when the cpu gets hot. If you were going to jump to 5+ghz I'd end up doing a liquid CPU cooler on top of the mineral oil since it will be pushing so hard. But OC'ing the RAM is totally fine to drop into oil.

There's no way my 2600k will do 5GHz. That's why I want the 4790k. Overclocking that chip to it's factory turbo speeds would be like having a 2600k @ 5GHz. Micro Center has it $50 cheaper than Newegg. Only downside is that I would need to upgrade the board and cooler too.

That seems like a Pentium 1 or 2 clock speeds.
