CB antenna mount with tonneau cover?

I am searching for a mount similar to this:

But I cant seem to find one I can actually purchase. At school here, I have no access to anything I could even begin to make one myself. So if anyone knows where to buy one or if someone could make one for me (not for free obviously), I would greatly appreciate it.

I dont want to drill to make a roof or body mount or have it on the hood so thats why I am looking for something like this. If I didnt have the cover I could easily just use the bed rails though.
