What can i get for $400? Im thinking about a kicker amp, a pioneer shallow mount, and i'm gonna build my own box...

I would buy a Stereo Integrity BM shallow mount sub. They should be available for sale very soon and would be the best sounding shallow mount I can think of. I'd suggest getting an amp that will do about 400RMS at 2ohms. The amp doesn't have to be anything fancy. For a sub amp, all that's really important is that it does rated power. Any high frequency distortion is filtered out by the crossover anyways.

Then, if you have some build skills go make yourself a box and you'll save a lot!
