2.5" lift, ARE Shell, Ducks Unlimited Rubber Floor Mats. ROGUE badges,
    Offer him 100$.

I have flipped a couple boats and it can be easy if your smart about it.

That boat looks like a problem to me. How much $$ would you be willing to spend to get it going?

    I'm also in centex

$100...that boat looks like trouble to me. Hard to tell with out looking at it in person.

And the thing is, i doubt it would be worth it cause idk what the inside of the hull looks like the piping may need replacing too and idk if the thing even floats

2009 4WD Reg cab Taco. Keepin it simple.
So far I've added an Advance folding bed cover and since removed it. Gave it to my son in Maine, he has an 05 2wd. GT perfect fit seat covers. Weathertech floor mats and window vent visors. Waag center brush/grill guard. Hose clamp tailgate mod. Turned off the seat belt chime. Added Ultra-Gauge. Trailer hitch. Softopper. Replaced sun visors with slide out style. Toyota bed extender. Had Firestone Destinations and now Michelin LTX AT2 in stock size. More mods to come; Fog lights, locking storage in bed, intermittent wipers. Now looking for Radio/HU upgrade. and maybe a lift way down the road.
If the hull is good shape I might offer a $100 with the trailer. The trailer will need new rubber, bearings, lighting etc.
You'll definitely need to strip the boat and rebuild just about everything judging by the wildlife growing in and around it.
    I wouldn't buy sight unseen.
