just did it yesterday on my TRD Off Road.

I first wet sanded them with 400 grit sand paper, then cleaned them and let them dry.
Second mask them off with tape or 3x5 Flash cards
Third one coat of primer (let dry for 20min)
Fourth painted them with the main color and did 3 coats.
Make sure u got all day so u can let the wheels cure for at least 3 hours before u put them back on the truck.
