    Hey,

    Based on where you live and what that looks like if it is under the clear protector it could be mold , try a small amount of bleace in an area down low. Bleach won't hurt the paint nor the adhesive but if it is mold it will be gone. If it's not mold then yeah you would have to remove it and reapply it if you want the protection. I will warn you when using heat as you know those trim pieces are not metal be careful how hot you get it as you can deform / damage it. Yes I know this for a fact did it to my Rav4 spare tire cover :{.
