Windshield repair?

My uncle is trying to sell his car. The windshield has a streaky look from bad wiper blades. It hasnt come off from hard windex rubbing/car wash. It looks like when your wipers wipe off water and you have that streaking to dry look for 5 seconds, except it is there always.

Any solution?

There are some glass polishing compounds you can try. They are basically a really fine grit. You wet the glass, rub the compound in circular patterns and it will clean off any crap that is on the glass that won't come off with cleaners.
