what kind of paint?.. i'd try spraying some krud kutter, let it sit, keep wet and agitated, that may be able to soften it, then try taking a metal-bristled broom/brush to it...

Pressure washer should do the trick, especially if it's not a proper paint. Should come up w/little pressure, IMO. It'll keep the dust down vs sanding, etc. Just cover the drywall if it's down to the floor; tape those cheap $1 plastic drop cloths around and you'll be good. Best to do it on a good and hot dry day too.

If you do the pressure washer route you can get a fat looking nozzle that uses the pin type stream but it sprays out in a swirl pattern. You get the cutting of the pinhole nozzle but the coverage of a fan. Works real good.

I was lucky that my garage was new concrete but I simple greened, scrubbed, power washed, simple greened, scrubbed, rinsed, then started with the rustoleum water based epoxy after the included acid etch. Finished it off with the solvent epoxy clear from rustoleum. It looks great and has been holding up very well.

When I was moving in I scratched it when the pallet jack hit a pebble so it's not indestructable but it's quite good. Tip for the paint flecks, blow them on. Either put them on the palm of your hand or on a plate/saucer and blow them off. Perfect, even distribution that way.

If you get it all off and don't want to do the epoxy (or can't if the concrete is too moist) a couple coats of a quality concrete sealer will do a nice job and make the floor resistant to soaking up liquids and staining and also really easy to sweep and clean.

A wire cup attachment on a grinder should work for removal too.
