Looks like a rent-a-bird, the ones big companies rent and put in their retention ponds. Those bands ID the owner, no clue how to find out how.

Should be one of these. It's hard to tell for me cause his beak is covered and it could be adolecent. If its real real important i can ask my dad since hes an ornothologist.
