For long guns over 50 years old, the transfer does not have to happen at a gun shop.

In some cities, the politicians wised up to that and they started holding the buybacks in school parking lots... anyone trolling the buyback would be subject to arrest under the federal gun free school zone law, anywhere within 1000ft of the school.

its legal to carry on school campuses with a CCW in cali... i assume they would be arresting the seller if the buyer had a CCW...

In California, the buybacks are run by the cops, and cops are exempt from state and federal GFSZ laws (as are people with a valid LTC), but yes, they are forcing everyone who turns in a gun to violate both state and federal law and ignoring it.

But they are also ignoring other laws. The buybacks are "no questions asked"

Felon in possession? No problem!
Turning in an NFA violation? No problem!
Turning in a gun that fits California's definition of an "assault weapon"? No problem!

Ya... try to get one

The counties that are hosting the buybacks are generally counties where it is impossible to get a CCW.
Yes, my San Bernardino County CCW is legal in LA County.
As far as I know, we have not had any buybacks here.
It's generally been LA and San Diego (here in Socal). I think Riverside had one a few years ago, but they moved to a more gun-friendly position when the feds told us that we had to release a bunch of felons because we had too many locked up.
