no recon for rims/tires. IF it is the only mod. once you mod suspension it becomes an item that is written down on your recon sheet.

tread of the tires should be within the fenderwell

    Oh boy...
as in complaints against the law? petition?

i wonder if there is a way to refine the law in our favor. veto it and rebuild it to our liking. Or in other words only make it to where the law affects the most ghetto of setups that are an actual danger to other drivers.

I remember reading somewhere that RECON is not really for safety as much as an extra road tax. Said something about the main idea being that modified vehicles being harder on city roads, so we need to pay extra. Didn't think that made sense since it's a whole new department that the city has to pay for, and they only charge $15 for the life of the vehicle.. Can't imagine that $15 per vehicle goes very far. I doubt it would even cover the operating costs of the RECON office.

I just called to see about getting my bumper put on my form, booked until mid June! Since it's just a reinspection for a bumper they are going to have the inspector that has done my last 4 inspections call me to see if he can squeeze me in. Otherwise they are starting a new walk in program next week where you come at 8am and see if they have time.

This is what I wrote to the Action Line last night.

I have recently gone through the reconstruction inspection process and it's absurd. The whole process is redundant, the process is nothing a safety check inspector couldn't do, and the recon inspectors do their jobs incorrectly by selectively picking which rules to follow making them no better than the bad safety inspectors they are trying to eliminate.
Myself and many others that have gone through this process and have to take a day off work to go down, hope you pass (because that is what the tell you on the phone), and then fix anything they don't pass. The document HAR 19-134 is outdated, and depending on who you talk to at the recon office, they will tell you there are written additions to the law that only they can see. Between all the individuals that I know that have gone through the inspection, every one of them has had, for the most part, the same modifications to their vehicles, yet the inspectors pick one thing to fix on one vehicle while allowing it on another. The inspectors don't know all of the rules or would rather ignore the rules, and when you challenge them, they find everything to fail you because they can't be found to be wrong even if you have it in writing.
There are 17 states that have safety inspections. If you investigate the other states' safety inspections, you will find that they have one inspection and it covers most of what Hawaii's safety and recon inspections cover. This dual inspection is a hassle for the people and has unnecessarily stringent requirements that are followed at the descretion of the inspectors attitude. Here is the Wikipedia page on state inspections. http://en.wikipedia.org/wiki/Vehicle_inspection_in_the_United_States
I propose that the state come up with a logical safety inspection that is NOT such a burden on the people and that accounts for the important aspects of vehicle safety.

And my personal dispute is the Engineer approved drawings for frame modifications and the lack of knowledge of the inspectors.

Which all are you referring to as all??? If 4wheel did your alignment, not sure.. other places may get you "green" for a little "green"..

Technically I believe so, the front caster, camber, and toe should be green. Maybe even cross caster too? But not for the rear; the rear is not adjustable.

Might be okay if you are out by .1 or .2 deg, but who knows..

I don't have bushwacker fenders but would I be able to just make some mudflaps that covers the tires to pass recon? I remember reading something in the past but what are the requirements again for the mudflaps? Do they have to be at least half the length of the tires?

They technically have to be the width of the tire, and be long enough to be in horizontal with the hub.

Still waiting for the inspector to call me back.. Called twice today; once at about 1130 (answering machine), again at 1230 (busy signal), and finally at 1 (busy signal).. Called them and talked to a person 4 times last week, and once the week before. Each time I left my name and number because they said that was the quickest way to get a simple re-inspection done. Each time they said the inspector would give me a call shortly. This is starting to get ridiculous.

I have never really minded the RECON process, as moot as it is, but now it is getting under my skin in a bad way.
