^ no, it is illegal to add hid's to any vehicle that didn't have them from the factory.

That being said I've never had a problem with any state inspections with mine.

    You two are idiots. Seriously.

I hope you don't kill someone someday by blinding them and making them wreck.

Actually your bulbs, ballasts, and reflector all have to be HID and the FACTORY cant change them. There is no law about adding compliant bulbs, ballasts, and reflectors yourself. Your dealership cant do it though. A propper end user installed projector retro fits this requirement. You cant run an impropper reflector (halogen) or impropper ballast (over 35 watts).

The stock housing is only used to contain the retro. The refelctor is NOT being used for actual lighting on a projector retro. Its a grey area that is not fully supported by case law yet. Using the halogen reflector with an HID bulb is 100% illegal in all 50 states... for a wide variety of reasons, the least of which is it just IS. Your bulb wont have the specified filament size and location for your reflector. Why? There are no filaments in a Xenon bulb. Then there is the light distribution etc.

Some cars offer HID or halogen with HID a factory upgrade. End users can replace the whole lighting system and its actually made for the car's wiring system and everything. There is no doubt this is legal (as long as the manufacturer does not do it).

DOT standards say it must not leak when being subjected to specific testing including multiple dunks, temperature changes etc. Every state has a law that says all light and reflectors must comply with DOT standards. In order to be non compliant youd have to have something obvious like condensation in your lights and an officer that knew what to look for to cite you. They also have specific candlepower in certain areas of a grid as maximum and minimum. The DOT standards for lights is a couple hundred pages.

Your lights dont have to pass actual testing, just they they WOULD pass is enough. This is why anyone can put DOT compliance on their products even when they wont comply and get them out into the public for purchase.
