Question about HID lighting problem.

Stereo, d-rings, still pretty new

I am having a problem with my HID lighting and thought someone here could help. My driver's side headlight flashes when I first turn it on and then it goes off. It does this no matter if it is high beam or low beam. My passenger side light is fine. I installed a new ballast and it does the exact same thing.

Does it sound like the bulb is bad? Could the relay have gone bad?

I haven't had a chance to switch the bulbs around yet, I haven't been home before dark since the problem started a week or so ago.

Got home a little early today and swapped bulbs. Looks like I need new bulbs.
