Will H10 (9145) light bulbs fit and work in lamp housings designed for H3 bulbs, provided the correct harness (H10) is used?

Since nobody else has... no, not likely. H3 and H10 bulbs have totally different bases. The H10/9145/9005 is more of a weatherpack style bulb & plug, whereas the H3 (like H1) is a little metal tab--more like what our headlights are.

You might be able to tape them in with duct tape, and they would illuminate the housing. :)
