Strange headlight glow after Retro mod Need Help

Hey guys I need a little help. I just got my headlights put together and turned on. One headlight (passenger) looks good! The other headlight (driver) has a weird glow to it. This never happend before the mod. Anyone have any idea what it could be? Is it a bulb problem? ballast problem? I was thinking maybe the bulb isnt heating up right ? or the ballast isnt power it right?

Weird I am in the middle of my retro, hope that doesn't happen to me. I have researched to the point of exhaustion on retros here 1st time hearing about this. What does the cut off line look like. Any pics of that? It almost looks like you have regular HIDS

 

Was the passenger side assembly replaced? Even though it may not show, you may need to restore the driver side lens.

 

The passenger side is newer. I was thinking restoring may help. But Im starting to lean towards a projector issue. The light is evenly hazy/ colored throughout the entire housing. Figured if it was a lens problem it wouldnt be so even.
