2002 Tacoma

I have a 2002 Tacoma. Half the dash lights went out, only the speedometer side lights, all other lights working. I took the cluster out yesterday and found 4 #194 bulbs and replaced all four with new. Still only the two on the right side (speedometer) are working.

Any ideas? I have a feeling I need a new cluster, where to find?
