So i bought my truck as is, the offroad lights didn't work at all. its a trd sport that came with fogs, but has an aftermarket bunper, however the wiring is wired to the offroad lights. Nothing happened at all when I went to turn them on, I replaced the relay with a good one. The interior switch comes on and the relay clicks when I press it , also the bulbs are good In the lights,

What could be be problem? Thanks

Fuse? The switch and relay are driven from a separate fuse from the lights themselves.

Also, the factory fog light wiring shuts them down when the high beams are on unless the "anytime" mod was done.

    Yes.
Do they have an easy conector to the lights? You could check to see if power is getting to them or if it's a ground problem.
