Fog light install help

06 Regular Cab 4x4

So I installed my non-oem fogs on Sunday, relatively easy. Anyway, two questions. First, I installed it with an add a fuse and did it to my ACC fuse. I can turn them on whenever, but the only way I can turn them off is to take the key out of the ignition. Is this normal? 2nd, I'm having a tough time tightening the adjustment dial, it seems really stiff... any ideas?
