How Iran is going to reverse military spending cuts

So Iran told the 5th fleet not to sail back into the Gulf? Or they will do WHAT exactly?
It's perfect, just what the US military needs to stave off those spending cuts. It could have been a Craigslist ad:

Wanted; Third World country with big military to provoke US into a shooting war, must be big on balls and short on brains.

Compensation: We will re-build your country and fill it with Disneylands and strip malls after we destroy it.
