Just bought a kickin 2013/7594/C DOUBLE CAB 4X4 V6 Silver Streak Mica/FJ13 (01e7/13) in through San Antonio TX/TMMTX. Took it to Vermont last week skiing. Blinded every driver I approached as well as a couple of Mooses (or is it Meese? lol). About to bring it into dealer when my brother in law (sometimes they are good for something) over Christmas gathering shows me posts for common problem. TOO MUCH WATTAGE. YEOWZER! BTW, love the inverter and can't wait to get off road. Back up to Meese country Friday. Need to stop into dealer early tomorrow to see if they can replace lights to make them legal. Haven't checked NJDMV yet but will swing by the local station on way to dealer. Believe it or not, brought truck to discuss issue on Christmas Eve and the DMV said not only have they not tested headlights ("safety issues") in twenty years, no one has the foggiest (pun intended) about headlights or fog light requirments. Reminded them of the device they used to use to check for alignment - simple measurement of where the headlight was aimed. Still no clue. Called my town's police department to ask if they would check out my "violation" and issue me a warning. No luck. Any advice on past practices? I want to keep the current lamps, which must be 55 watts based on posts. Also was told the fogs could and should be 55 watts. Quite sure they are not. Thanks in advance for the info - really- throw me a bone...

From what I can gather, OP bought the truck used and the previous owner threw HIDs in the halogen housings? OP if that is correct, just replace the HIDs with regular halogen bulbs found at any local auto parts store.
