What does that have to do with anything? It's been hidden for 12 years which means it's had multiple governors and likely multiple directors of the department.

What gets me is that the SCO holds all the 800+ special funds in accounts and yet DOF (finance) doesn't compare the accounts to the financials at year end? Major lack of auditing IMO.
