That's because you're not a resident of the state. Residents of the state have to get state inspections to get the vehicle registered in the state. Without the inspection, you can't get the registration. Since you're not seeking to register it in the state, you don't need the inspection.

You have just contradicted your statement from above. By your statement if you are driving in a state that requires an inspection then you must get the inspection. Now you say that isn't true....you say your vehicle must be registered to require the registration. Using your logic one must have a DL for every state they drive thru....hmmm I am confused please unconfuse me.
