Is anyone else bothered by Progressive's Snapshot Discount?

Basically, you plug this little data capture device into your OBDII port and let it collect data on how you drive. If you behave, you get a discount on your insurance. If not, then supposedly it is risk free and they wont up your premium because your a crappy driver.

Maybe I should put on my tinfoil hat, but how long will it be before these things are mandatory to obtain insurance?

Well if someone is that bad of a driver to were they can't control how they drive for a couple of days while this thing takes its data, then I don't think they need to be on the road. That would be awesome if everyone had to pass a driving test, every six months or so. It would keep alot of the idiots off of the road.
