    Native to the beach, but not Outer Banks beach that is. They are from South America or something. Leave the beaches open to the public like it was intended to be. If people are assholes and don't know how to drive on the beach then have really big fines (tickets) or whatever else they want to do as a punishment.

    WASHINGTON, D.C. – Today Congressman Walter B. Jones (R-NC) introduced H.R. 4094, legislation that would restore reasonable pedestrian and motorized access to the Cape Hatteras National Seashore Recreational Area. The bill would overturn a final rule implemented by the National Park Service (NPS) two weeks ago, as well as the 2008 U.S. District court approved Consent Decree. Both the Rule and the Consent Decree excessively restrict human access to the Recreational Area. The bill would reinstitute the Park Service’s 2007 Interim Management Strategy (IMS) to govern visitor access and species protection in the Recreational Area. The Interim Strategy was backed up by a 113-page Biological Opinion issued by the U.S. Fish and Wildlife Service which found that it would not jeopardize the species of concern, namely piping plover and sea turtles. H.R. 4094 has been referred to the House Natural Resources Committee for further consideration.

    “The federal government needs to remember that Cape Hatteras was established to be a recreational area for the American people,” said Congressman Jones. “But taxpayers can’t recreate without access to the beach. The goal of management ought to be a balanced approach between visitor access and species protection. The Final Rule falls short of that goal. The Interim Strategy comes much closer to hitting the target.”

    I've researched it, found a list of the animals they trapped and/or killed and why. It's part of their wildlife management plan and helps protect native endangered plovers and sea turtles in the Outer Banks. I'm not shedding any tears over the trapping of invasive species such as the red fox, opossum, mink, nutria, and feral cats. A survey was taken in the late 1930's/early 1940's and found only one mammalian predator (mink) on the island, and the report noted that mink was known to be an invasive species. Therefore, the NPS is doing their job to protect native wildlife by removing invasive species. Particularly in parks where there is a lot of human activity, following management plans for wildlife and even plant life is pretty critical to maintaining a healthy population. The NPS seeks to preserve these areas, which means keeping invasive animal populations in check. As far as I can tell the sandpipers in the Outer Banks belong there as much as any other species. They are non-invasive, having spread and survived there of their own accord and not as a result of humans introducing them. That means the NPS is doing their job to preserve the area. This also includes restricting areas of beach for ORV access. There have been ORVs that have killed the endangered species in the park the NPS is charged with protecting. The drivers of the ORVs didn't attempt to aid the injured birds and didn't report it. This is a case where a few derps chose not to own up to their mistakes (or perhaps weren't even aware they had killed the birds) and ruined it for everyone. I hope the current bill to restore reasonable foot and vehicle access to the area goes through and a balance is found, but it sounds like they tried to be reasonable about the problem before and the people using the park couldn't handle it responsibly.

    Also, part of the NPS's job is to police the parks. Once we establish that we want to preserve an area, it is the NPS's job to make sure it's protected and an offshoot of that is the necessary police work to manage the people who use the park. This doesn't mean they are terrorists, and doesn't make them a waste of tax dollars any more than any other police force.

    I don't understand how any of this restricts civil liberties or takes away anyone's rights. Most of the national parks I spend time in have never allowed off roading, most don't allow ATVs even on the roads in the park. The point of a national park is to preserve an area, and off roading simply doesn't fit into that because so many off roaders don't take responsibility for themselves and follow the rules.

    As for the business aspect of it....If someone opens a business that depends on an area that could be closed down, that is a risk they are willing to take. Kind of like the stock market, if you invest all your money in a stock and it falls your just shit out of luck now arn't you?

    I would also like to know what kind businesses you (the op) are talking about that are going out of business. If it is places that rent out vehicles ever think that their own business partly leads to the closer? Remember, the fastest car is a rental :cool:.

    There are locals who live on the island and are GREAT people. They own fish tackle shops, restaurants, hotels, real estates, stores etc. They are all gone go out of business if they don't open the beaches up. People go to the Outer Banks to enjoy beaches. We can't enjoy beaches if the NPS closes them down for the birds.

    Every one has there opinions, the bottom line is that the Outer Banks of North Carolina was set by our Presidents Carter and Nixon to be a recreational area. This Recreational Seashore was set aside and dedicated “for the benefit and enjoyment of the American People”. Nothing was written about protecting the birds. Then these stuck up rich enviromental people "Bird lovers" came in and are ruining for everyone. So before you make any silly remarks please read the petition and then comment. Thanks.
