    They're not Persian are they? If so, please let me apologize on the behalf of my entire culture, because we do shit like this all the time and I ABSOLUTELY HATE IT.

    And yeah, with the rugs over the wall...if you have a dog that sheds, or any pet hair you've cleaned up throughout the day, just go smear it all over the rugs. It takes forever to vacuum out.

    You're definitely not "that" neighbor...you've actually handled it better than most would. Definitely understand it's a common practice for neighbors on the west coast to contribute for a fence...I would have asked them to do the same if I were in your shoes. I would ask again politely that they not hang items on your side of the fence, and if they do, accidentally knock it off late at night and see if they get the hint. If they ask about it, play dumb and mention those strong bay area winds. I know that's not the right thing to do, but it's probably what I would do. Like another member said, I would also check out the HOA rules, if applicable. As far as the late night family parties and saying goodbye...next time they do it I would go over in your underpants and tell them they woke you up and to knock it off or you're calling the cops. I did that once and it worked. My wife wasn't happy but I made my point. You're in a tough situation...good luck!

    Well , if it's ON the property line , it's 1/2 theirs , doesn't matter who paid what

    This is why I always build fences entirely on the property of the person paying

    The fence may be joint, but anything inside is yours or yours to maintain, including anything hanging over. As others said, tell them and see what happens, it worked last time. Also if they are big heavy rugs, hanging wet on your fence, and they take a week to dry. Treated or not, yhat can't be good for it to be constantly dampened.

    Also, dick move for them to say they couldn't afford it but then put it up everywhere else.

    I for one will vote against cutting their rugs to pieces and throwing them in the dirt. You've got to live next to these people. Don't make them hate you for no reason. Sucks that you put it on the property line, either way, if talking to them kindly doesn't work perhaps a more serious talk will work. Not threatening or anything stupid, just let them know a little more sternly that you respect them but really don't like their rugs on the fence. Perhaps offer some alternative ideas like a clothes line. Don't be a douchebag and cut their rugs to pieces, that is pure stupidity IMO.

    What do you do if your neighbors tree is growing over your yard and dropping tons of shit? You cut it back. Same applies to a rug imo.
