    You have been very tolerant, by the sound of things. However, in fairness to the situation, you should address the issue. You might start by simply asking them not to hang their rugs over the fence. You might be surprised to discover they are ok with it. They, of all people should be aware of the challenges presented by cultural differences. Besides, they have a fence on the other side to hang them on now.

    If the conversation doesn't work do you have a weed whacker and lawn mower with side discharge ? Next time they hang a rug you have the extreme urge to weed whack the fence line. Then mow making sure you set the deck high so you only clip a little bit when you get the discharge chute pointing toward the offending carpet you can adjust it down after you get past tada grass and leaf covered rug. I can tell you there was an problem between two homeowners and a fence was used to annoy one of them in the upper part of the state I live in lol it got really outrageous. Some folks who live in the upper part of Delaware might remember it from years ago if so fill in what I screw up.

    There were some personal issues between 2 homeowners one complained the other was using their front yard like a used car lot, leaving tire marks on the complaintants yard and trash etc. So the complaintant put up a fence on their side of the property line. Offender complained to town council about the fence being illlegal etc caused the complainant a bunch of problems but it was decided the fence was legal. Well after this the complaintant as you might imagine was a bit miffed. The first salvo was the complaintant painted the fence sections on the offenders side different high contrast fluorescent think ULTRA green, pink, yellow orange etc. This was done section by section one panel a week but only the panels facing the offenders front yard area so about 6 panels. The offender was not pleased another round of legal complaints to no avail. Complaintant again was not happy about the legal costs started hanging laundry over the fence to "Dry" all manner of over sized under garments as I recall. Again offender was not pleased and called the State Police making a complaint about the "laundry being of the underwear type being an obscene display" State Police looked into the laws and it was declared it was not. I am not sure what else went on but eventually the offender decided to sell thier home and move the day after the sale the fence was repainted to a normal color. LOL

    I did by the way see this fence when it was painted with the very bright colors and wondered why never thought much of it till about a year later the story made the news paper did think it was an interesting solution LOL

    I am that sort of neighbor. My answer would be either to go down to your local outdoor outfitter and get either a bottle of doe urine to liberally douse the offending things on the fence or to find a source of fluorescein dye (a dye powder that is slightly orange when dry and turns a billious green when wet) and dust the other side slightly on a bright and sunny day and wait for the first rain. The die is harmless stuff that they use to turn rivers bright green on St. Patricks Day.
