Also consider the trip up up and over the hill is longer than the same trip on a flat (essentially the hill is two sides of a triangle vs the long side in the flat run)

1.1 miles up avg. 13.5 percent grade, 1.1miles down avg. 13.5 percent grade 13.2mpg. Flat to work 1.1 miles 19.7 on a borrowed gauge. I'll still choose to live on a hill.
